To apply for CICPA permits, companies must generally meet the following requirements:

  • Hold a valid Abu Dhabi Trade License.

  • Obtain approval from the Supreme Petroleum Council (SPC), where applicable.
  • Have an active contract with a concession-holding company and secure a Letter of Award (LOA) or invitation letter from ADNOC or the relevant authority.

Security permits may be denied to individuals holding the following visa categories:

  • Free Zone visas (except certain approved Free Zones such as Masdar City and twofour54, which may require additional approvals).
  • Visit visas.
  • Tourist visas.
  • Visas issued outside Abu Dhabi, subject to the applicable regulations and permit requirements.

Before applying for CICPA permits, companies must complete the required registration and documentation procedures.

For ADNOC-controlled facilities, CICPA permits are generally available only to employees of Abu Dhabi-based companies. Temporary permits are typically not issued to personnel employed by companies located in other Emirates.

The application process includes the following steps:

  • Complete the permit application form through the official Permit Program (available in Arabic).
  • Prepare and complete the required introductory documentation.
  • Submit all supporting documents relevant to the type of permit being requested.
  • Submit the application to the Security Permits Section for review and approval.
  • Ensure that applications are submitted only by the company’s authorized PRO or business owner.

To register a company and apply for CICPA permits, the following documents are generally required:

  • Completed application form.
  • Copy of the company’s valid trade license.
  • Authorized signatory approval and signature.
  • Company letter requesting the opening of a CICPA file and authorizing a PRO.
  • Authorization letter for the certified PRO.
  • Signed contract with the concession-holding company (LOA).
  • Cover letter from the Supreme Petroleum Council relating to the contract.
  • Completed introductory form for the PRO.
  • Passport-sized photograph (4 cm x 6 cm, white background).
  • Emirates ID, passport copy, and visa copy of the authorized PRO.
